Job Overview:

Develops the strategic direction and planning, coordination, and supervision of resources and processes related to core technical infrastructure and applications. This leadership role is responsible for oversight of infrastructure strategy for SEARHC to include enterprise backup and storage, telecommunications and network management, server/system administration, core application support, as well as datacenter operations. This role will develop the strategic direction for these functions and plans, and will coordinate the necessary resources and processes related to providing infrastructure services.

Provide leadership in the areas of infrastructure services, including backup and storage, network management, core applications services, telecommunications, server/system administration, and datacenter operations. Coordinate the design and delivery of infrastructure services in an architecturally sound manner and collaborate with the Chief Information Officer (CIO) to ensure the successful delivery of all aspects of the IT service portfolio.

Develop strategic plans and practices that support an integrated and progressive infrastructure environment for SEARHC to best meet current and future business needs. Obtain feedback and recalibrate priorities and activity based on such feedback.

Determines policies and procedures necessary to carry out IT service delivery, including making decisions regarding allocation of staff and resources.

Implement best practices for infrastructure services development which include program management, proven infrastructure methodologies, service management processes, system integration, quality assurance, and operational support models.

Facilitates the gathering, monitoring and analysis of operational metrics, ensure that the organization is properly measuring the most relevant information to best manage business operations. Promotes opportunities for continual improvement.

Plan and lead staffing initiatives, including recruitment, supervision, evaluation and development of staff for areas of responsiblity. Ensure appropriate and qualified staffing levels at all times, including availability for 24/7 back-up and on-call.

Resolves issues for internal customers and subordinate teams. Takes initiative and conducts follow-up to ensure employee and business issues are resolved in a satisfactory and timely manner consistent with organizational polices and expectations.

Organizes, plans, budgets, and monitors multiple activities, people, processes, and resources. Manages the day-to-day service delivery of the department to ensure all action plans, goals, and objectives are completed in a timely manner, with high quality, and within acceptable financial parameters.

Responsible for maintaining key relationships with senior business and information technology positions and SEARHC business/clinical staff, and has supervisory responsibility for datacenter operations, network and telecommunications, and enterprise applications teams and their subordinate staffs.

Participate in significant IT initiatives or special projects. Maintain collaborative team relationships with peers and colleagues.

  • Bachelor’s Degree preferred.
  • Minimum ten years of experience managing enterprise-level IT operations and services.
  • Minimum of seven (7) to ten (10) years’ experience in defining and implementing information systems in a multi-hospital, multi-location, multi-disciplinary environment, as demonstrated from having held similar positions within a hospital, clinic, managed health, or health insurance organization.
  • Minimum of seven (5) years’ experience managing technical staff.
  • Comprehensive knowledge of Windows Server/Active Directory environments, virtualization (VDI) or similar technologies.
  • Experience with engineering, installation and setup of servers in a large complex environment and installation, configuration and functional testing of third party products is required.
  • Prior experience supporting both client-server and virtual desktop environments.
  • Experience modeling as-is and to-be architectures based on business requirements.

Knowledge, Skills & Abilities:


  • Advanced knowledge of technical design principles, Active Directory, and PowerShell.


  • Advanced computer systems administration and automation skills.
  • Excellent verbal/written communication and interpersonal skills; skilled in facilitation, presentation and negotiation.


  • Ability to communicate, teach, collaborate, and train others (e.g. System Administrators, Information Security, Technical Support staff) on technical decisions, implementations, projects and roadmaps.
  • Ability to work well with people.
  • Ability to abstract key information to empower good decision making by both technical and non-technical stakeholders.
  • Ability to lift 20 lbs.
