The position will be located at one of the duty locations listed in this announcement. Final determination will me made at the time of job offer.For more information about this position, please contact Frank Sherman at francis.sherman@usda.gov.Learn more about this agencyResponsibilities* Duties described are at the full performance level (GS-12).* Serves as Forest Safety and Occupational Health Manager, implementing a safety program in the coordination with OSHA laws and USFS safety policy, and other laws, regulations, policies, or procedures.* Develops goals and objectives, prepares safety policies, procedures and guidelines, organizes and executes program budget, and develops safety training curriculum.* Reviews proposed equipment procurement requests to insure the inclusion of necessary safety features.* Independently evaluates the health and safety program?s effectiveness, which includes assessment of current guidelines, procedures, policies, and the training program.* Performs safety inspections, and provides surveillance of facilities, operations, and hazardous work environments to determine compliance with safety standards; devises and implements measures to control or eliminate recognized hazards.* Provides technical safety and occupational health guidance to employees, supervisors, and line officers who are responsible for hazardous activities pursued public visitors.* Investigates mishaps and prepares detailed investigative reports, summaries, or facilitated learning analysis. Specialized experience is defined as one or more of the following: Conducted and/or organized safety training in the field or classroom; Led and/or participated in after action incident reviews or facilitated learning analyses; Experience/Certifications/Training in using mechanized equipment such as chainsaws, ATVs, snow machines, and radios as well as other equipment and resources used in natural resource management; Prepared and implemented project job hazard analyses; OR participated in the applications of risk management principles in the development or implementation of projects or field operation;OR a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology;OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology).For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Participated or assisted in the development and implementation of a unit safety and risk management program; Coordinated, conducted and/or organized training in the field or classroom related to safety and risk management; Organized, led, and/or participated in accident investigations, after action reviews or facilitating learning analyses; OR Reviewed, prepared and implemented project job hazard analyses;OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology;OR an appropriate combination of specialized experience and graduate level education (only graduate education in excess of 36 semester hours leading to a Ph.D. in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
