Recruitment and Hiring Specialist

The Recruitment & Hiring Specialist provides services to Hope support recipients by delivering full life-cycle recruitment for open positions through sourcing, screening, and preparing applicants for interviews with hiring managers and ensuring a positive candidate experience from the initial application to the final onboarding process. This position works closely with hiring managers to ensure adequate staffing levels are maintained, open positions are filled timely, and recruitment plans are developed for difficult to fill jobs. The Recruitment & Hiring Specialist maintains responsibility for all internal efforts to recruit qualified applicants for vacant positions utilizing new and innovative recruitment methods and by collaborating with the PR department and external marketing agencies to brand Hope Community Resources, Inc. as the employer of choice. This position also supports the department in interviewing and hiring applicants to meet the needs of the Agency. The Recruitment & Hiring Specialist maintains loyalty to the organization, its beliefs, values, mission, vision, and expectations and to the recipients of services.

Essential Job Duties

1.      Develops and implements innovative recruitment strategies to achieve required staffing levels. Regularly reviews staffing levels and modifies existing recruitment methods to fill vacant positions.

2.      Proactively creates applicant pools and talent pipelines through pro-active market research and on-going relationship management with the Public Relations department and outside marketing vendors, employment agencies, professional associations, and college, university and community college placement offices.

3.      Recommends recruitment ideas and strategies that will contribute to the long-term strategic plan of the Agency, implementing new processes and fine tuning standard processes for recruiting that fits within Hope’s mission.

4.      Creates and manages job postings and advertisements through creative marketing techniques; leveraging key job boards, social media platforms, and employee referral programs. Schedules and attends job/career fairs with appropriate staff or hiring managers as a source to generate qualified applicants.

5.      Collaborates with hiring managers to develop specific recruiting plans for unique needs and/or hard to fill positions. Demonstrates ability to anticipate hiring manager preferences through high interview-to-offer ratios.

6.      Meets appropriate staffing levels for all Networks by screening internal and external applications, assessing applicants’ qualifications, conducting interviews, extending job offers, completing necessary paperwork, and scheduling new hires for New Hire Orientation programs.

7.      Reviews and analyzes metrics and data specific to the recruitment function and activities; provides recommendations based on findings to the HR Manager as needed. Reports monthly to the HR Manager on key performance indicators as assigned.

8.      Promotes retention efforts and a positive onboarding experience by reaching out to new hires within their first 90 days of employment. Collaborates with HR Business Partners and other internal departments/resources to facilitate new hires’ optimal connection with the Agency.

Job Requirements:

Education and Experience

  1. Bachelor’s degree in Human Resources, Business, or related field; and
  2. Two years of experience in Human Resources; or
  3. Equivalent combination of related education and/or work experience. Experience in full life-cycle recruiting preferred.

Additional Requirements

  1. Possesses a valid Alaska driver’s license and has at least one year of driving experience (may include permit time). Obtains a driving record at time of employment and as requested by management.
  2. Able to safely operate Agency vehicles when needed. Possesses reliable transportation and vehicle insurance when transporting support recipients or conducting Agency business.

3.      3. Meets State and Agency requirements for passing a criminal background check upon hire and as required thereafter.

  1. Lifts 25 pounds from a squat and kneel position on the floor.
  2. Works at a desk/computer workstation for a minimum of six hours per day. May be required to occassionally walk, bend, stoop, kneel, reach, pull, and/or push.
  3. Completes all required State, Agency, department, and position specific training as assigned.
  4. Obtains a tuberculin clearance at time of employment and annually thereafter.
