The application can be downloaded from the website at www.skagway.org.EXPERIENCE/EDUCATION EXPERIENCE:Five years of increasingly responsible experience in management or supervisory capacity. The candidate must have strategic planning skills, financial management, resource development and new business development. Education equivalent to a Bachelor’s degree in Business Administration or another relevant field from an accredited college or university.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:Minimum of five (5) years management experience.Knowledge of municipal operations and laws, preferably in Alaska.Understanding of and experience with bi-lateral (Alaska/Yukon; US/Canada) economic factors and environmental requirements affecting transportation, shipping and port access through the Municipality of Skagway.Experience coordinating with local, state and federal government agencies.Good organization skills and deadline management.Familiar with Alaskan maritime and Skagway’s port environments.Ability to work closely and communicate well with the Ports and Harbors Advisory Board, Borough Manager and Assembly.Excellent communication skills including the ability to respond verbally and in writing to controversial and sensitive issues.Strong computer skills with demonstrated proficiency in word processing and spreadsheet programs including Excel and Microsoft Word.Degree in applied sciences and/or project management preferred.DUTIES: The Port Director is responsible for the day-to-day operations and ongoing management of the Port of Skagway’s enterprises and facilities. This position is under the direction of the Borough Manager, with input from the Ports and Harbors Advisory Board and Borough Assembly and is the point person for all inquiries regarding activities at the Port of Skagway.Develop, manage, operate and maintain the Municipality’s port facilities.Manage and schedule cruise line and industry berthing.Review and update the port development plans.Oversee port development and operation.Direct and supervise the harbormaster and other port related staff.Provide staff support to the Ports and Harbors Advisory Board.Assist the borough manager in the development of allocations of borough resources through the annual budget process for studying, planning, developing, administering, financing and operating local and regional transportation systems, facilities and services.Develop and maintain a 5-year business plan and 1-year work plan for the Port of Skagway.Assure that port project goals are met through active project management.Pursue and acquire all permits and authorizations for port projects, unless otherwise specified in agreements with hired contractors.Responsible for timely and accurate environmental reporting as may be required by state and federal agencies for port activities.Identify, monitor and mitigate existing and potential waste streams in the Port of Skagway.Track and manage leases, subleases and agreements in place in the Port of Skagway.Perform or acquire other project management, environmental and engineering services as needed for port projects.Develop and implement community involvement/awareness programs, port planning elements, green port initiatives, grant solicitation and implementation, hydrographic surveys, mitigation planning and design, and other environmental regulatory projects and supportive ancillary tasks to the primary scope of services.Performing such other duties as may be prescribed by the Borough Manager.
